How do I lock down a template using 2.5?

There are no actions to perform.
Using 2.5. Basically, I just don't want my users to see the template options so, they can't choose templates. I want a consistent template across the site.

Also, when I hit my domain login page, it shows the new default.html, but after logging in, it changes to the old template of yabb21.html. I want the old template of yabb21.html consistent both before and after logging in.
