I recall various problems with CGI on a Windows host.  One problem is it often can't clean out the 'temp' space (garbage collection).  When it uploads, it builds CGI temp files which have the format CGInnnnnnnnn with no extension. It does not always successfully clean them out. Depending on the setup this can lead to a situation where there is no space to build files and CGI craps out.  LOL - I know cause it has happened to me on a Windows server.

Deti was the one who clued me in on the fix and where the variable was stored (that points to where the temp space is allocated)
