If you are on a shared server that is not chrooted on ftp or ssh login then with ftp or if they upload a file manager to ther site users will be able to navigate throughout your directories.  If you have your directory chmodded to 777 but its parent to 770 then they will not be able to do this as they will not be able to reach the parent unless all access server side misconfigured then you will be like a bank with a help yourself day.
also if your host has a Public ftp directories on a incorrect server setup same as above but leaves you open to a more malicious access.
can i ask who your host is and if you have shell access.

Yes, it worked once I copied a blank file over and set the perms. With it check or not.  Grin Grin  Grin I'm a very happy camper now. Hopefully, this will cut down on the spammers trying to register.

This worked. Sorta. 

After my first attempt, I erased the contents of the .htaccess file from the admin directory and ftp'd it over. I entered a number in the Guardian and it did not save it to the file or diplay it.

Next, I changed the file perms to "777" (yeah I know, a bad thing). BINGO!! EUREKA!! Franklin-Delonoooo!!! It worked.

I then changed the perms to 766 and it still works. So I think I'm good to go. Now on to the subject line issue.

This is because you are probably adding one that should not be in there. SOme of the .htaccess files in the other folders are there to prevent access to those folders thus by adding that one to the YaBB2 folder, you have blocked all access.

You may want to try adding a blank .htaccess file

Hmmmm.. I don't have an .htaccess file in the YaBB2 folder. In every subfolder one exist just not in the top level. May be this is the issue  Shocked

AFAIK The Guardian updates the .htaccess file but the .htaccess file does not update The Guardian, at least in my case Huh - The same scenario with IPManager in CPanel (where I ban IPs) the IPManager updates the .htaccess file but not the other way round. As the .htaccess gets updated with new IPs at the bottom of the file, once those added IPs are edited to follow a sequential order, the IPManager list disappear and the process start all agaiin with new IPs banned. I dont use The Guardian for IP banning as it slows down forum  response when the server has to check both, the .htaccesss file and The Guardian. Server Geek suggested not to use both The Guardian and IPManager. My0.2C

if this don't work try 600 and if this don't work with ftp goto /cgi-bin/yabb2/ and download .htaccess then in a text editer open it up and see if there are any ip's in it if it is empty then copy over this to it and where ???.???.???.??? is enter one of the ip's you want to ban then reupload it and test to see if it shows in The guardian
