You have to make sure your sendmail is working, PM notification via email turned on in the admin center and the users have to have email notification set to yes.
  

If you only have one solution to a problem you're not trying hard enough!

ok in admin center goto Forum Settings > Private Messages > then look for
Allow users to enable email notification when new PMs are received?

then in User CP click Profile then in PM Preferences find Notify me of new PMs by eMail: and set to Yes

just made a test i dont think yabb will send a email when you have a broadcast messages so this my need looking at.

Have you enabled broadcast messages in admin centre, forum settings, personal messaging? Various selections available.

Have found that the email notifications work for individual PMs (now that the receivers have set that to yes), but not for broadcast messages.

Yes. If the issue is here, it's a little dropdown selector in UserCP -> PM preferences.

If it's somewhere else, the admin has to enable it first.
