It doesn't matter in which order you unzip the mod or download things from your server/unzip the new yabb install package. It's just that before you run BoardMod both things need to have happened. The YaBB.pl is in your downloaded yabb install OR from the cgi-bin/yabb2 directory on your server that you downloaded.

The question is on the order of 'I'm getting my car serviced, which has to come first, the oil change or the fill up?' Answer: 'Who cares so long as they both get done before your leave the service station.'

If you only have one solution to a problem you're not trying hard enough!

Repeat: the YaBB.pl is NOT in the mod. It's in the cgi-bin/yabb2/ directory.

There IS no yabb.pl  (all lowercase) currently in YaBB. So any place you see someone (like me) refer to yabb.pl it should be YaBB.pl. And it's still in 'cgi-bin/yabb2/'

You did follow my request and copy the yabb2 folder from your server to your PC?

That is where you will find YaBB.pl
