Where in the CSS file is the code for the Horizontal line??

In 2.4 a lot of it's hard-coded. In the css file, look for  'hr' and '.hr' or '.dividerbot'

One good way to find it is to open a page where the object is in Firefox with the FireBug addon. Then you can see what the code is affecting the object. It will also tell you where to look in the css file, or if it's hard-coded.
  

If you only have one solution to a problem you're not trying hard enough!

I was trying to adjust it through the admin panel.  Wouldn't work! Ended up, I had IE9 in Compatiability mode.  Frigin IE , I'm really beginning to hate that browser.

Oh, and it was .hr - Thanks, everything is ok now.
